Reducing and enlarging prints for different frame size is possible, though it is not recommended to go larger than an 8″x10″. The following percentages are relatively close but there will be a slight difference to it’s proportion.

I recommend using Adobe Acrobat Reader, if possible, for accurate quality and sizing when printing. Also, if printing to a lettersize page (cardstock is recommended), it is best to print with crop marks for ease of trimming. This option is most often found in Advanced Settings / Marks and Bleeds section.
For a 3″x5″, set page sizing scale to custom 64%
4’x6″ = 83%  /  8″x10″ = 145%
